PRESIDENT

  • Shall provide executive leadership and assume primary responsibility for the fulfillment of the Club’s Mission.
  • Shall represent the Club at official ceremonies, activities and at other places where such representation is appropriate.
  • Shall have the power with the advice and consent of the majority of the members present at a Board meeting to fill vacancies occurring between regular elections for elective positions within the Club and present them for ratification by the membership present at the next general membership meeting.
  • Shall have the power to appoint with Board ratification the Chairpersons of all committees except the Finance Committee.  The President may create ad hoc committees that meet the needs of the Club.
  • Shall be an ex-official member of all committees.
  • Shall have the power to call emergency meetings of the Board or the general membership.

EXECUTIVE VICE PRESIDENT

  • Shall direct all standing committees and coordinate their activities.
  • Shall assume in the absence of the President, those duties and powers     
  • formally delegated to the President.
  • Shall prepare and present, to the Club’s annual meeting, a concise                        
  • summary of past year’s activities.
  • Shall have the power to call meetings of all standing committee                
  • Chairpersons for purposes of administration, coordination and implementation of the Club’s business plan.
  • Shall be the Club’s chief range safety and regulatory officer as well as the official liaison between MDTCGC, LLC and AGC’s of Baltimore range rules committee and range officers.

VICE PRESIDENT

  • Shall be a liaison and facilitator between the standing committees and the President in order to facilitate enhanced communications.
  • Shall be an ex-officio member of all committees.
  • Shall have the responsibility and power to call meetings of all standing committee Chairpersons for purposes of administration, coordination and implementation of all scheduled meetings and events.
  • Shall maintain the Club’s calendar and coordinate and confirm all activity with AGC’s Executive Vice President to ensure all events and associated times, locations, and facilities are available for such activities; as reflected on the AGC’s web calendar and confirmed calendar request form.

LEGISLATIVE VICE PRESIDENT

The Legislative Vice President shall provide organizational and societal awareness to the Club
on Second Amendment issues by developing or securing from outside sources gun owner rights
position papers, developing relationships with Gun Owner Rights Organizations,
Shooting/Shooting Sports Institutions and Challenging the Club to become involved in
developing solutions for various disputes and controversies that develop within the community at
large including actions taken by Local, State, and Federal governments.
The Legislative Vice President will be the Club’s official contact person for The Associated Gun
Clubs of Baltimore Legislative Vice President and all Local, State, Federal Legislators and Gun
Owner Rights Organizations the Club chooses to associate itself.
The Legislative Vice President shall also seek out and provide speakers from the Political
Community relative to topics pertaining to Gun Owner and Rights that may be of particular concern to the Club.

SECRETARY

  • Shall record and maintain records of all proceedings of the Board and Membership meetings. 
  • The Club’s Corporate Seal shall be kept in the custody of the Secretary and shall be affixed by the Secretary to official documents at the meeting of the Board and in pursuance of resolution(s) of the Board; the affixing of the same shall be attested by at least two members of the Board. 
  • Shall maintain and record all correspondence or copies of same of an official nature, in a PC, Email transmittable, book or series of books kept for that purpose to be accessible within seventy-two (72) hours and at reasonable times defined as 9:00 AM until 6:30 PM, Monday through Friday, for inspection by any Trooper member.
  • Shall distribute minutes of General Membership meetings within two (2) weeks to the Board and next General Membership meeting for approval by the membership.
  • Shall maintain the Club’s membership roster and status of membership, in coordination with the Treasurer and Chair the Membership Committee.
  • Shall be an alternate co-signatory for the Club in conjunction with the President and Treasurer.
  • Shall supply a copy of this Constitution, without charge, upon reasonable request, to any member in the most cost effective means to the Club.

TREASURER

  • Shall be the chairperson of the Club’s Finance Committee and accountable for developing the Club’s annual Business Plans.
  • Shall keep records of all Club financial transactions.
  • Shall have the power and responsibility to monitor and audit the financial records of all committee or project managers receiving advance funds from or generating funds for the Club.
  • Shall give a financial report at every regular meeting of the Club to minimally include year to date (YTD) Profit and Loss Statement and Balance Sheet measured against a year ago (YAG).
  • Shall be the primary co-signatory for the Club in conjunction with alternate officers the President and/or Secretary.

SERGEANT AT ARMS

  • The Sergeant at Arms is charged with the maintenance of order at the Club’s Membership Meetings and The Board Meetings.
  • The Sergeant at Arms will serve as the Club’s official security officer at all sanctioned Club Events and will be the liaison officer with external law or security enforcement entities.

 PRESIDENT OF TRUSTEES

  • The President of the Members At Large – Trustees is an elected Executive Officer who is seated on the Executive Board.  The President directs and presides over the Board of Trustees.  The President will be the chief spokesperson for any General Membership grievances and arbitration actions bought before the Executive Board.

MEMBERS AT LARGE-TRUSTEES

  • The Members At Large – Trustees herein called the “Trustees” in addition to serving on The Board shall be a board unto themselves for the purpose of fully representing the Membership. 
  • There shall be a maximum of six (6) Members At Large on The Board; they shall have full voting privileges on the Board and be elected with the officers at the November meeting.
  • The Trustees are the official voice of the General Membership at Board Meetings between General Membership meetings.
  • The Trustees are charged with developing and maintaining the Club’s internal mentoring programs.
  • The Trustees shall develop and present to the Membership a comprehensive Grievances and Arbitration process to ensure each member of the Club has full access to The Board and is represented by a standing Board member.
  • The Trustees will handle all membership responsibilities to include, but not limited to membership, renewals and recruitment.
